The land was not given by the King of Burma. By 1853 Rangoon was in the hands of the British. They designed the city plan including wide roads and public spaces, much as you see it today. They put a bund up against the riverfront and dug drainage ditches, covered open canals and cleared what was basically a muddy swamp to put up the imposing Colonial buildings existing today. They granted a free plot of land to each church, including the Armenian one, free of taxes in perpetuity. The King of Burma was in the north, about to move his city to Mandalay. He had no powers over Rangoon by 1853.
